Shield Hanging Ceremony

Mr Dennis Mendoros Esq, OBE, DL, FRAeS, the High Sheriff of Lancashire, presented his Shield to Mr Gordon Johnson DL, the Constable of Lancaster Castle, prior to hanging it in the Shire Hall - alongside the Shields of previous High Sheriffs.

This colourful event, complete with fanfare of trumpets and a stunning array of costumes, dates back several hundred years.

The Lord-Lieutenant of Lancashire, Lord Shuttleworth; the Deputy Norroy and Ulster King of Arms, Dr John Robinson; the Chief Executive and Clerk of the Council of the Duchy of Lancaster, Mr Paul Clarke were in attendance during the Shield Hanging Ceremony.

The ceremony involved the High Sheriff, together with the Under Sheriff, Mr Max Winterbottom JP, DL; the High Sheriff’s Chaplain, Rev Priestly Brook and Judges attending a Thanksgiving Church Service in Lancaster Priory before making their way to the Castle, where, in the great Shire Hall, the High Sheriff stepped forward with his Shield and presented it to the Constable prior to it being placed on the wall of the Shire Hall.

Mr D G Mendoros and his successors were also awarded a family Coat of Arms as illustrated below:

The Shire Hall contains a fascinating collection of Shields dating back over 400 years which has been re-arranged and restored by Lancashire County Council. Each High Sheriff’s Shield has an individual Coat of Arms portraying significant characteristics of his/her profession or interests.

Declaration Ceremony

The new High Sheriff of Lancashire made his Declaration on Tuesday 20 April 2010, at County Hall in Preston. The appointment of High Sheriff is made by Her Majesty The Queen, in her right as Duke of Lancaster. Mr Mendoros said:

“I am grateful and delighted to receive this honour at being appointed the High Sheriff of Lancashire. This is an ancient and secular Office which has existed under the Crown continuously for over one thousand years. For over twenty years I have actively supported many initiatives and I believe that my High Sheriff’s duties will act as a catalyst for bringing together people of different backgrounds, ages and cultures. I am committed to continuing the excellent work of my predecessors and looking forward enormously to a constructive, fruitful and successful term in office.”

During the Declaration Ceremony on 20th April, The Queen’s Commission was read in the presence of two Commissioners. The High Sheriff then made a declaration to “serve The Queen’s Writs and execute the good laws and statutes of the Realm”.

The Commissioners confirmed that the declaration had been correctly delivered and the Lord-Lieutenant of Lancashire then handed over the Sheriff’s Patent, which is his authority to act throughout his year in office.

The High Sheriff’s main duty is to “protect and assist in upholding the dignity and well being of Her Majesty’s Judges and to represent The Queen’s executive powers in respect of the administration of justice in the county.” Through the Under Sheriff, the High Sheriff is also responsible for the execution of High Court Writs.
