County News

2010/2011
We have met lots of people, made some good friends and met so many who are doing great things in our community. It was a priority for me to raise the public perception of those unsung heroes who achieve so much with very little thanks. My Awards Ceremony on 30th March in the Guildhall in Hull when Awards were given to people from all walks of life sought to give some recognition to those outstanding people.

I had deliberately left the Awards Ceremony to the end of my Year to give me the opportunity to meet as many potential awardees as possible. Awards were given to a court reporter who, due to her diligence, had discovered information that avoided the need for a retrial in a nasty rape case, a fire fighter who had through personal bravery saved someone who had been trying to burn themselves to death, a nurse who when off duty saved the life of a victim of a very vicious attack by a gang of youths outside her house, and a juror who reported a case of jury tampering.

Having been born and bred in East Yorkshire it was good to be able to go behind the doors of so many organisations that I have passed by on a daily basis.

Being involved in declaring the election result in Haltemprice and Howden was fascinating. In addition we have had two Royal visits, both by HRH The Princess Royal, a colours ceremony for the Yorkshire Regiment conducted by HRH The Duke of York, Freedom Parades in Beverley and Bridlington, a visit by Crown Court Judge, Andrew Moylan, and a visit by a group of Chinese judges.

The Chinese judges were on a cultural exchange and visited London, Cambridge and Hull. Part of their mission was to understand how we in this country operate our legal system without the death penalty. I addressed them (through an interpreter) and explained the history of the High Sheriff and in particular the system of pricking the names that had gone on for at least 500 years. I presented each member of the party with a replica of the bodkin that was purported to have been used by Elizabeth I. They gave me some 2000-year-old jade and some ancient Chinese coins.

I have visited the agencies involved in helping those addicted to drugs and alcohol. I found some very good work being done. I was particularly impressed with RAPT (the Rehabilitation of Addicted Prisoners Trust) who operates a residential centre in Hull and a programme in Everthorpe Prison.

Over a two-year period in the past some 73% of prisoners reoffended whereas only 44% of those who completed the RAPT programme reoffended.

We felt privileged to hold our County Legal Service at Holy Trinity Hall and the Guildhall in Hull. Holy Trinity is the largest parish church in the country and we held Sung Matins and my Chaplain, the Very Revd Dominic Milroy OSB, gave the Sermon on the theme ‘It is not sufficient to do well but be good’.

I have been very well supported and encouraged during my year by the two Under Sheriffs, Johnnie Towers and Chris Dawson, the latter following in my uncle, Tom Farrell’s, footsteps. I would also like to pay tribute to my Chaplain, The Very Revd Dominic Milroy OSB, our Lord Lieutenant, those in the Civic Offices at Beverley and Hull, past High Sheriffs, especially my predecessor Patrick Farnsworth, and most of all for the support, encouragement and enthusiasm of my wife Louise. This has been invaluable. o
